Program Evaluator

Temporary Full-time

We have an opening for a temporary full-time (1.00 FTE) PROGRAM EVALUATOR starting January 5, 2026. This position will be based from our Clinton or West Gore office. This contract position is for 12 months with the possibility of an extension to 18 months

Summary:

As a member of the epidemiology and evaluation team and as the sole evaluator at HPPH, the Program Evaluator (PE):

  • Develops plans and reports regarding program monitoring and evaluation.
  • Collects, analyses and interprets evaluation data
  • Supports Continuous Quality Improvement and Quality Improvement initiatives
  • Supports ethics reviews
  • Provides guidance strategies and policies to support effective program planning, monitoring and evaluation
  • Works collaboratively within a multidisciplinary team of public health professionals and external community partners

Education:

  • University degree in program evaluation, population health, health promotion, or related discipline
  • Credentialed Evaluator (CE) designation an asset
  • Designation related to continuous quality improvement (e.g. Six Sigma or other certificate in continuous quality improvement) an asset

Skills:

  • Experience in conducting program evaluations including application of evaluation theories, models, types, methods, tools and resources
  • Expertise in the development of evaluation questions and application of quantitative and qualitative evaluation methods (including instrument development, data collection, analysis
  • Experience with evaluation deliverables including participation in focus groups and facilitated discussions, and evaluation reports and presentations
  • Experience in continuous quality improvement and quality improvement initiatives
  • Demonstrated computer and data management skills with proficiency minimally in MS office, Medallia
  • Power BI experience an asset
  • Research and ethics review experience an asset
  • Demonstrated skills in accessing and critically appraising evidence (i.e. published and grey literature, systematic reviews, and promising practices)
  • Excellent facilitation, consultation and problem solving skills
  • Strong communication and interpersonal skills, both written and oral, including the ability to concisely summarize information and demonstrate sound judgment with sensitive information
  • Demonstrated ability to work independently and as a member of an interdisciplinary, cross-functional teams
  • Ability to manage concurrent projects using excellent organizational and time management skills
  • Commitment to participate in ongoing learning and professional development
  • Ability to support the HPPH mission, vision and values to ensure a culture that champions equity, diversity and a respectful workplace
  • Proficiency in the Canadian evaluation core competencies as listed at Competencies for Canadian evaluation practice | Better Evaluation.

Conditions:

  • Terms and conditions of employment are in accordance with the CUPE Collective Agreement
  • Successful candidates must obtain and maintain a satisfactory vulnerable sector check
  • Immunizations in accordance with Board Policy/Collective Agreements including annual influenza and COVID-19 immunizations unless medically contra indicated
  • Successful candidates must possess and maintain a valid Ontario Driver’s License and access to a safe and well-maintained vehicle suitable for carrying out duties on behalf of the employer.

Hours:

  • Monday to Friday; 8:30 a.m. to 4:30 p.m.

Wage:

  • $38.85 - $45.61 per hour (2026 wage rate)
